Dear UNAIDS,

on Friday, 14th July 2006, I have sent you a short letter in order to start an international public discussion about new approaches to the safe sex.

Unfortunately, your mail server does not provide a registry-feedback whether you have received my letter: so I write this - a more informative - one about my position, which I will address to the other mails of UNAIDS, too.

If necessary, I will send it also via snail-mail, since I consider this message of mine rather relevant. Nevertheless, I will try to be as concise as possible.

I will be happy if your comments (or the comments of anybody from the World audience) help me tune-up any weak points of my method. Then we can test the project of a 100% Safe-Sex Studio, to which the suitable place can be just my Czech Republic, since we have quite an open-minded population with a smooth male-female communication.

I am proud that we, CZ, are ranking among the peoples with the lowest HIV-AIDS incidence. In the same time, I am sorry that our territory apparently functions as a transfer place of HIV-AIDS between Ukraine and Western Europe (which is a typical border-crossing problem). The Czech Republic has been on a road-fork, and while some other European have been trying to use our territory as a garbage-disposal place nowadays, I wish very much you consider me a person writing just from in between the places where Mozart was writing Don Giovanni, Kafka his Trial (Der Prozeß) and Hašek the picaresque fiction about one Good Soldier. Even they could hardly do anything more than I can in this letter: they would have probably tried to visualize the hidden, essentially cultural, face of the Central European space ...which is better than the shown-off one, known from the mass-media.


LET US INCLUDE THE NON-COITAL STANDARD EXPLICITLY!

In your booklet What parliamentarians Can Do about HIV/AIDS, chapter "The how-to of prevention", p. 5, in its first paragraph devoted to the spread of HIV through sexual intercourse you proclaim your ABC as following:
A = Abstinence
B = Being faithful
C = Condoms (and "other safe sex methods").

Now, my comments, mainly to the "C" (yet some to the "A" and "B", too).

ad "A":
Let us be realistic concerning the solo-sex and abstinence!
We long after mutuality.
IF the mutuality is not within the anthropological definition of the human being, and
IF the solo-sex (because even the less I believe in the wall-to-wall abstinence) is not depriving an individuum psychologically,
THEN the mankind would extinct.

A serious plan to curb HIV-AIDS may not rely on hypocrisy:
How many persons who might have promised their abstinence will also obey it?
and:
What will be their real sexual behaviour?

ad "B":
Psychologically optimal - yet, the family-planning should be included into this slogan, let the unprotected sex (though legal and infection-free) does not worsen the demography-ecology crisis of the World!

ad "C":
To your promotion of condoms should be always joined the epithet "better-than-nothing". (From my own experience, I must agree with the fundamentalists who assert condom not to be 100% safe!)

Unfortunately, with this condom-promotion of yours, you prolong the monopoly of the coital (and penetrative in general) approach to the sexual satisfaction!

Let me try to persuade you to promote mainly (or besides the "C") a new "non-C" which will mean "Non-Coital", entirely safe sex!
(I am not sure to what extent I may identify my "non-C" with the "other safe sex methods" you mention without any tangible examples?)


RE-LABEL AND PROMOTE "non-C"!

In this context, I would suggest to re-label the non-coital techniques. In the traditional Judaeo-Christian tradition, they are sinful and "perverted". Anyhow, in the medical perspective they are ...SAFE!!
(And it is a task for the experts in aesthetics to form a "user-package" on the level of the human dignity. - In any case, I am sure it will be better than the street prostitution, at least.)


THE SECULAR PERSONS (esp. "singles") NEED SECULAR MEANS

With all the respect to the cultural values of the two Religions, within Europe, it is only Vatican who has a theocratic system. All the other Countries are secular. There are quite large social strata of persons who do not practice any religion, who indeed do not understand the Church doctrine - and who are therefore far from obeying the teaching of Catechism concerning sexuality (if not mentioning the practising Christians who do not obey the Catechism neither). These secular States are not only fully entitled to care about their secular strata of population using the secular means: it is their duty.

For a religious person "perverted", for a medical person SAFE techniques of sex can save the health & life of some number (hardly to assess how large) of people. If I sharpen the question: if I had (from my personal nature) but two options - either to be perverted or terribly ill and dead - I, personally, do prefer the "perversion"; and the more if this sort of "perversion" does not harm any other person and concerns only the labelling of myself (and only by one stratum of my society).

Definitely, this plan of mine cannot cover the preventive needs of all the persons in threat - still, I will be happy to help save health and lives of those whom I have mentioned above. These may be mainly the "singles", one of the threatened groups.

My suggested solution will include the re-labelling of the 100% safe, non-coital, techniques and changes in the accessibility both of toys and events which will facilitate an outlet for the singles' sexual tensions, needs and drives.
The States should care let the commercial picture of sex does not mix-up safe and unsafe techniques! (The pictures which will continue in the mixing of them should bear a warning slogan as the packages of cigarettes do.)
The toys for the safe sex should be sold below the today's commercial marketing level of prices set up by sex-shops: these toys should be sponsored and distributed by the AIDS-combating organizations and governments, for the future, just as the condoms are used to, today.


EVEN ENTERTAINMENT CAN DO SERIOUS THINGS

Anyhow, the AIDS-combating strategies need not be separated from the ideas of the entertainment industry: surprisingly, quite serious things can be attained by the playful methods, on the level of "user package". - My complex solution concerns the 100% Safe-Sex Studio which would include all the mentioned.

I can translate you my text on a steam-boat trip of a Czech chat-server (the majority of persons are acquainted each with other) where mainly the safe-sex was performed, as in a consensual space separated from the "rest of the World" by the river. - If a similar complex solution is tuned up, such an entertainment can "ventilate-away" part of the sex tensions of the young persons in the safe way.
(In the meanwhile, a news comes from England that a Masturbate-a-thon is going to be arranged there. I hope that the element of mutuality will be included as possilble, to evade the Protestant individual approach to everything.)

It is evident that these projects are far beyond the abilities of one person: therefore I dare ask you to help me in any way you can - by your commenting my plans, by the promotion of the safe-sex plan after having been tuned-up, and, after all, by the gathering the funds to materialize it.

Could you, please, either personally intervene [="buttonhole"] somehow, or suggest me how to proceed in the case of my attempt to communicate with UNAIDS.org, which has been without any response, in spite of the fact that (for the second time) I submitted my letter for them via Czech WHO-office? I do not want namely us [= Czechs] to be second-rate Europeans...

In the perspective of the obvious fact that AIDS has been declared one of the three main threats to the public health, I think it would be proper if  the international organization considered even a submission of a rank-and-file citizen from an ex-Communist country, as far this matter is a border-crossing case (see the non-voted-through Euro-Constitution).

How should I go ahead?

It is evident that the Czech approach towards the safe-sex standards is evidently MORE ENLIGHTENED than the methods which UNAIDS.org has been suggesting us as their "A", "B" and "C"!
